صدور حکم ۷۴ ضربه شلاق علیه آنیتا پاپیست، خواننده جوان ایرانی، صرفاً یک حکم قضایی علیه یک هنرمند نیست؛ این حکم بخشی از جنگ سازمانیافته جمهوری اسلامی علیه بدن، صدای و آزادی زنان است. کمپین توقف قتلهای ناموسی این حکم را به شدیدترین شکل ممکن محکوم میکند و آن را نمونهای آشکار از خشونت جنسیتی نهادینهشده در ساختار حقوقی و سیاسی جمهوری اسلامی میداند.
زنان ایران بیش از چهار دهه است که برای ابتداییترین حقوق خود، از حق انتخاب پوشش گرفته تا حق حضور برابر در عرصه عمومی، حق خواندن، رقصیدن، آفرینش هنری و تصمیمگیری درباره زندگی خود، با سرکوب، مجازات، تحقیر و خشونت دولتی مواجهاند. جرم آنیتا پاپیست نه ارتکاب خشونت، نه آسیب رساندن به دیگران و نه نقض حقوق شهروندان، بلکه استفاده از صدای خود به عنوان یک زن است؛ صدایی که حکومت سالهاست میکوشد آن را خاموش کند.
حکم شلاق علیه یک زن به دلیل آواز خواندن، یادآور یکی از بنیادیترین اشکال تبعیض جنسیتی در جمهوری اسلامی است؛ نظامی که از نخستین روزهای استقرار خود، صدای زن را «مسئله» و حضور زن را «تهدید» تلقی کرده است. در چنین نظامی، بدن زن کنترل میشود، پوشش زن کنترل میشود، حرکت زن کنترل میشود و اکنون بار دیگر صدای زن با شلاق مجازات میشود.
کمپین توقف قتلهای ناموسی پیشتر نیز در بیانیهای رسمی، احکام شلاق، محرومیت از فعالیت هنری و ممنوعیت خروج از کشور علیه پرستو احمدی و عوامل «کنسرت کاروانسرا» را محکوم کرده بود. امروز با صدور حکم علیه آنیتا پاپیست، بار دیگر روشن میشود که هدف این احکام نه اجرای عدالت، بلکه ایجاد رعب و خاموش کردن زنانی است که حاضر نیستند از حق حضور در عرصه عمومی چشمپوشی کنند.
ما این احکام را جدا از دیگر اشکال خشونت علیه زنان نمیبینیم. همان ساختاری که به مردان برای قتل زنان به نام «ناموس» امتیازهای قانونی میدهد، همان ساختاری که قربانیان خشونت را بیپناه میگذارد، همان ساختاری که حجاب اجباری را تحمیل میکند، همان ساختار نیز زنان را به خاطر آواز خواندن شلاق میزند. همه این موارد حلقههای یک زنجیر واحد هستند: کنترل و سرکوب زنان.
شلاق، مجازاتی غیرانسانی، تحقیرآمیز و مصداق شکنجه است. اعمال چنین مجازاتی علیه زنان هنرمند نشان میدهد که جمهوری اسلامی همچنان به جای پذیرش حقوق و آزادیهای بنیادین زنان، بر سیاست تنبیه، ارعاب و حذف تکیه دارد. اما تجربه زنان ایران نشان داده است که هیچ حکمی، هیچ زندانی و هیچ شلاقی قادر به خاموش کردن مطالبه آزادی و برابری نیست.
ما ضمن اعلام همبستگی کامل با آنیتا پاپیست، پرستو احمدی و تمامی زنان هنرمندی که به دلیل جنسیت خود مورد تبعیض و سرکوب قرار گرفتهاند، خواستار لغو فوری این حکم و پایان دادن به تمامی قوانین و سیاستهای تبعیضآمیز علیه زنان هستیم. کمپین توقف قتلهای ناموسی تأکید میکند که سرکوب صدای زنان، کنترل بدن زنان و مجازات آنان به دلیل انتخابهای شخصی و هنری، اشکال مختلف یک خشونت واحد هستند: خشونت علیه حق زنان برای مالکیت بر زندگی، بدن، صدا و آینده خود.
ما از جنبشهای فمینیستی، سازمانهای مدافع حقوق زنان، نهادهای حقوق بشری، اتحادیههای هنرمندان و گزارشگران ویژه سازمان ملل متحد میخواهیم که در برابر این خشونت آشکار سکوت نکنند و برای پایان دادن به مجازاتهای جنسیتمحور و سرکوب سیستماتیک زنان در ایران اقدام کنند.
صدای زنان جرم نیست، آواز زنان جرم نیست، بدن زنان ملک حکومت نیست و هیچ زنی نباید به خاطر خواندن، آفرینش هنری یا حضور در عرصه عمومی با شلاق مجازات شود.

Statement by the Stop Honor Killings Campaign Condemning the Flogging Sentence Against Anita Papist
The sentencing of Iranian singer Anita Papist to 74 lashes is not merely a judicial ruling against an artist; it is part of the Islamic Republic’s organized war against women’s bodies, voices, and freedoms. The Stop Honor Killings Campaign condemns this sentence in the strongest possible terms and regards it as a clear example of gender-based violence institutionalized within the legal and political structures of the Islamic Republic.
For more than four decades, Iranian women have faced repression, punishment, humiliation, and state violence for seeking the most basic of rights—from the right to choose their clothing to equal participation in public life, the right to sing, dance, create art, and make decisions about their own lives. Anita Papist’s “crime” was neither violence, nor harm to others, nor the violation of anyone’s rights; her only offense was using her voice as a woman—a voice that the authorities have sought to silence for decades.
A flogging sentence against a woman for singing is a reminder of one of the most fundamental forms of gender discrimination in the Islamic Republic: a system that, from its earliest days, has treated women’s voices as a “problem” and women’s presence as a “threat.” In such a system, women’s bodies are controlled, their clothing is controlled, their movement is controlled, and now, once again, their voices are punished with the lash.
The Stop Honor Killings Campaign previously issued an official statement condemning the flogging sentences, bans on artistic activity, and travel restrictions imposed on Parastoo Ahmadi and the team behind the “Caravanserai Concert.” Today, with the sentencing of Anita Papist, it has once again become clear that the purpose of these punishments is not justice, but intimidation and the silencing of women who refuse to surrender their right to participate in public life.
We do not view these sentences in isolation from other forms of violence against women. The same structure that grants legal privileges to men who kill women in the name of “honor,” the same structure that leaves survivors of violence without protection, and the same structure that imposes compulsory hijab is also the structure that flogs women for singing. These are all links in a single chain: the control and oppression of women.
Flogging is a cruel, degrading, and inhumane punishment that constitutes a form of torture. The use of such punishment against women artists demonstrates that the Islamic Republic continues to rely on policies of punishment, intimidation, and exclusion rather than recognizing women’s fundamental rights and freedoms. Yet the experience of Iranian women has shown that no sentence, no prison, and no lash can silence the demand for freedom and equality.
We express our full solidarity with Anita Papist, Parastoo Ahmadi, and all women artists who have faced discrimination and repression because of their gender. We call for the immediate revocation of this sentence and for the abolition of all discriminatory laws and policies targeting women. The Stop Honor Killings Campaign emphasizes that silencing women’s voices, controlling women’s bodies, and punishing women for their personal and artistic choices are different manifestations of the same violence: violence against women’s right to ownership of their lives, bodies, voices, and futures.
We call on feminist movements, women’s rights organizations, human rights institutions, artists’ unions, and United Nations Special Rapporteurs not to remain silent in the face of this blatant abuse. We urge them to take action to end gender-based punishments and the systematic repression of women in Iran.
Women’s voices are not a crime. Women’s singing is not a crime. Women’s bodies do not belong to the state. No woman should be flogged for singing, artistic expression, or participation in public life.
