The Parliament's Resolution is Aimed at Intensifying the Crisis in Foreign Policy!

 

The parliament of the Islamic Republic used the assassination of Mohsen Fakhrizadeh as a pretext and, with the approval of the "Strategic Action Plan for Lifting of Sanctions and Protection of the Interests of the Iranian Nation" on 1st of December, dealt a blow to JCPOA. According to this resolution, the government is obliged to suspend the voluntary implementation of the Additional Protocol two months after the announcement of this resolution, unless the remaining JCPOA members fully lift Iran's oil and banking sanctions. Exploitation of metal uranium production plant in Isfahan, optimization of Arak heavy water reactor and design of another 40 MW heavy water reactor with the aim of producing hospital radioisotopes are also emphasized in this resolution. This parliament’s resolution obligates executive bodies to lift restrictions on nuclear activities, start enriching uranium at 20% enrichment, use 6th and 8th generation centrifuges, produce and store 120 kg of enriched uranium annually, and produce and maintain 500 kg of low enriched uranium per month.

Despite the opposition of the Rouhani government, the parliament approved the plan and notified it to the government for implementation after the Guardian Council approved it. According to the parliament resolution, if the government violates its implementation, its severe punishment will be warranted. The Secretariat of the National Security Council also contradicts Rouhani’s positions, claiming that the resolution "does not pose a particular issue to the detriment of the national interests." The parliament's decision is apparently related to the lifting of sanctions on Iran's oil and banking by European countries. But in practice, it means Iran's withdrawal from JCPOA, suspension of the “Additional Protocol”, suspension of IAEA inspections and a full return to the nuclear adventure.

With the recent developments in the White House and the announcement of the policy of conditional return of the United States to the JCPOA by Joe Biden, a new space for interaction with the world, de-escalation of relations between the Islamic Republic and the US government, start of negotiations within the P5+1 and lifting of the paralyzing economic sanctions has been created. But Trump and his supporters, Netanyahu's right-wing government, the Saudi government and its allies, on the one hand, and the extremist supporters of the Velayat-e-Faqih from within, on the other, have come out to prevent the revival of JCPOA and interaction atmosphere with the P5+1 countries. With the announcement of new sanctions by Trump and Netanyahu's terrorist acts, with the "strategic action plan", these forces are trying to block the way for de-escalation, negotiation and action to lift economic sanctions. Extremist forces in the three countries of the United States, Israel and Iran are unhappy with Trump's defeat and Biden's victory. They are blocking Biden's announced policy.

Vali-e-Faqih (Supreme Leader) extremist supporters and IRGC commanders opposed JCPOA from the beginning. They resorted to any means to destroy JCPOA. The fundamentalists are getting ready to take over the executive branch and monopolize all the powers. The approval of this controversial resolution is also an indication of the factional rivalries and depriving Rouhani of negotiations with the Biden administration. What is not concern to the fundamentalist forces is the miserable condition of the people. Power is sacred to them and they resort to any means to seize power. Their goal is to unify political power.

Ali Khamenei has so far not opposed the parliament's decision. Although the immediate approval of the parliament's resolution by the Guardian Council shows that Ali Khamenei is behind the resolution, he may manage the situation with double standards in such a way that the parliament's resolution will be used for both internal and external gains. This means using the parliament's resolution on the one hand to strengthen the extremist fundamentalists in the balance of power inside the regime and on the other hand as a lever to gain more concessions against the Biden government. It is unfortunate that Khamenei, instead of taking advantage of the opportunity created by Biden's victory, still seeks to pursue the destructive policy of "neither war nor negotiation." He is the main responsible person for the current catastrophic situation in the country.

If fully implemented, the parliament resolution would mean losing the right opportunity after the US election, putting the P5+1 countries in a common position against the Islamic Republic and forcing them to use the “Trigger Mechanism” to return the UN Security Council sanctions. We, the three political organizations that believe in non-violent transition from the Islamic Republic, consider the parliament resolution as a highly destructive act against the people and national interests. Even though the fundamental solution to the national security and foreign policy problems requires changing the totality of the Islamic Republic, but we warn the heads of the regime not to play with the fate of the people and the country anymore and not to lead the country to disaster and take advantage of the opportunity to lift economic sanctions to alleviate the people's problems. Country is in a dangerous situation.
